Kathleen Cloutier, Executive Director

Kathleen Cloutier is the executive director for ACAP. Ms. Cloutier came to ACAP from Springfield, MA where she worked for eight years as the director of administration and finance for a not-for-profit human service agency that provides rehabilitation services to adults with developmental and psychiatric disabilities. Ms. Cloutier previously worked for eleven years as the chief financial officer for a community action agency in Massachusetts. Her work experience provides Ms. Cloutier with a background that is consistent with ACAP's mission and the expectations of its stakeholders. Complimenting her experience in human services, Ms. Cloutier has a master’s degree in business administration (MBA) from Purdue University and an international master’s degree in management from ESCP-EAP Business School in Paris, France. Ms. Cloutier's business training has served ACAP well in improving organizational, communication, and financial structures since her arrival in 2005. |
Neenah Bland, Director of Community & Career Services
Neenah A. Bland is the director for community and career services for ACAP and is responsible for the program oversight in the agency's community outreach offices in Albany, NY and Cohoes, NY. Ms. Bland is a native of Albany. Her educational background includes a bachelor’s degree in human services and a master’s degree in education and counseling. Ms. Bland has over fifteen years of experience in the human services and non-profit fields. She also brings to ACAP experience in counseling, training, supervision, and grant writing. |
Terry Kimball, Director of Early Childhood Education
Terry Kimball is the director of early childhood education at ACAP. Mr. Kimball has a master’s degree in clinical psychology and brings a wealth of management and leadership experience from time worked as a program manager and administrator in various capacities for Liberty ARC in Amsterdam, NY since 1981. Mr. Kimball is also a member of the Mental Health Association Board of Directors for Fulton and Montgomery Counties. In addition, he has vast experience working with the families of children and adults with special needs and has a wonderful ability to relate to parents and their concerns. |

Nihla Zarook, Director of Human Resources & Finance
Nihla Zarook is the director of human resources and finance for ACAP. Ms. Zarook holds a bachelor’s degree in human resources management and a master’s degree in public administration (MPA) with a specialization in organizational leadership and human resources management.She holds a designation as a Senior Professional in Human Resources from the Certification Institute of the Society for Human Resources Management. She also possesses an attorney-at-law qualification in Sri Lanka. With experience in the United States and internationally, Ms. Zarook offers several years of human resources management and legal expertise. Her career experience includes positions in the banking and nonprofit industries. Ms. Zarook is responsible for the organization’s overall human resources management and finance efforts including employee recruitment, benefits, and relations. She also serves as ACAP’s equal employment opportunity officer. |
